<p dir="ltr">Voter registration is a key part of democracy around the world. In advancing inclusive governance in Nigeria, it is necessary for citizens to play active role during election, especially among the young voters who may be voting for the first time.</p><p dir="ltr"><br>
Independent Electoral Commission (INEC) is an umpire that is established by the act of parliament for the purpose of organizing credible elections in Nigeria.</p><p dir="ltr"><br>
In a democracy, where universal adult suffrage is an institutionalized electoral practice in the electoral system. It is necessary for citizens to determine their fate by voting massively for competent and credible leaders who will serve the general purpose of ensuring effective public accountability and public service delivery.</p><p dir="ltr"><br>
2023 is crucial for Nigeria because of the recent advancements, most importantly, the introduction of the new electoral law which is a massive gain, it is advisable for Nigerians to support INEC to enable her suppress possible pressure and frustrations from some political individuals, by complying to electoral guidelines and expressing healthy political socialization in order to soften the hard nuts for the electoral umpire.</p><p dir="ltr">
Moreover, Nigerians still expect INEC to update and upgrade their facilities, and also provide more Data Capturing Machines in areas where they are needed urgently for quick voter registration, besides, help in consolidating plans for easy voting process. With the massive turn out of citizens at the voter registration centers, there is hope for an interesting, free, fair, credible and peaceful election in 2023.</p>

We, the youth delegates to the African Youth Congress Against Corruption convened on 9-10 December in Abuja, Nigeria, under the patronage of H.E. Muhammadu Buhari, President of the Federal Republic of Nigeria and African Union Champion for the Anti-Corruption Year, in conjunction with the African Union (AU) Commission, and following the interactions, debates and exchanges on the theme:<br />
<br />
NOTING the Keynote Statement of H.E Muhammadu Buhari, President of the Federal Republic of Nigeria, which emphasized the need to move from rhetoric to action, build bridges and strengthen partnerships as well as harness cultural norms as key strategies for effectively preventing and combatting corruption in Africa; and reiterating that winning the fight is for the youth to lead and win as the real champions;<br />
<br />
FURTHER NOTING the remarks of H.E. Moussa Faki Mahamat, Chairperson of the AU Commission delivered on his behalf by H.E. Minata Samate Cessouma, AU Commissioner for Political Affairs, reiterating the need for concerted efforts in the fight against corruption as key enablers for the attainment of AU Agenda 2063 and UN 2030 Agenda;<br />
<br />
CONSCIOUS of the shared experience, demographic, cultural and socio-economic contiguity of African Union Member States; as well as historical identities as basis for collective action in the fight against corruption;<br />
<br />
ACKNOWLEDGE the universal nature of corruption and the imperative to debunk the perception of corruption as a strictly African phenomenon, WHILE NOTING the corrosive effect of corruption on social, economic and political development in Africa such as unemployment, violence and conflicts, limited access to quality education and infrastructure decay and the absence of quality healthcare, housing and opportunities for Africa’s teeming youth;<br />
<br />
CONCERNED that corruption poses a great developmental challenge to the actualization of AU Agenda 2063 for unity, peace and prosperity and the Sustainable Development Goals (SDGs);<br />
<br />
AFFIRM that tremendous progress has been made in tackling the menace particularly in the areas of normative frameworks through the adoption of the African Union Convention on Preventing and Combating Corruption (AUCPCC) and the establishment of institutional mechanisms such as the AU Advisory Board on Corruption as well as national Anti-Corruption Agencies and institutions in various AU Member States;<br />
<br />
UNDERSCORED the need to strengthen Regional and International cooperation especially in the areas of curbing Illicit Financial Flows and the recovery and return of stolen assets;<br />
<br />
FURTHER ACKNOWLEDGE various initiatives that have been undertaken as part of activities to commemorate the 2018 AU Theme of the Year on Winning the fight Against Corruption: A sustainable path to Transformation, including the African Governance Architecture (AGA) Regional Youth Consultations on Leveraging Youth Capacities for the fight against Corruption, the Gender Pre Forum on Corruption and Women’s Rights in Africa as well as the 7th High Level Dialogue on Democracy, Human Rights and Governance in Africa on the AU theme of the Year, the celebration of the first African Day of Anti-Corruption by the Presidential Advisory Committee against corruption set up by the AU Anti-Corruption Champion, Training On Corruption Risk Assessment for Heads of Anti- Corruption Agencies;<br />
<br />
FULLY SUBSCRIBE to the outcomes of the aforementioned convenings and the Declaration of the African Union Assembly on the African Anti-Corruption Year adopted at the 31st Ordinary Session held in Nouakchott, Mauritania, in July 2018 as a roadmap for Africa’s fight against corruption.<br />
<br />
DETERMINED to harness the collective interest, capacity and energy of Africa’s youth for preventing and combatting corruption in Africa;<br />
<br />
WE HEREBY;<br />
<br />
Strengthening the Normative and Institutional Capacities<br />
<br />
CALL for the establishment, where necessary and strengthening of independent anti-corruption bodies, with requisite resources and independence to fulfill their mandates without political interference and limitations;<br />
<br />
ALSO CALL for the universal ratification, domestication and implementation of regional, continental and global anti-corruption normative instrument particularly the AU Convention on Preventing and Combatting Corruption (AUCPCC) by all Member States of the African Union;<br />
<br />
CALL for strengthened partnerships and collaboration amongst national and regional institutions dedicated to issues of anti-corruption in Africa;<br />
<br />
CALL on National Anti-Corruption Agencies and Institutions to put in place specific anti-corruption strategies focused on, harnessing young people’s abilities, capacities and interests, as leaders, partners and beneficiaries in the fight against corruption<br />
Supporting Youth Advocacy and Action<br />
<br />
COMMIT to harnessing our demographic strength for building a culture of accountable and transparent governance in Africa through initiatives that promote ethical and value-based lifestyles;<br />
<br />
FURTHER COMMIT to the continued engagement in the fight against corruption through initiation of programmes and activities aimed at raising awareness on corruption and impunity;<br />
<br />
COMMIT to partnering with National Anti-Corruption Agencies and other related institutions in various Member States, Regional Economic Communities and on the continent as a whole;<br />
<br />
URGE Member States of the African Union to guarantee an enabling space for youth led advocacy and action in the areas of open governance systems, parliamentary oversight as well as public procurement processes;<br />
<br />
CALL on African Governments to enact and implement Freedom of Information legislations as well as the protection of anti-corruption activists, whistleblowers and human rights defenders through the enactment, strengthening (where they exist) and implementation of appropriate legislations and policies;<br />
<br />
ENDORSE the establishment of the African Youth Community of Practice on Anti-Corruption (AYCPAC) as a framework for coordination of youth led efforts in the fight against corruption in Africa, KINDLY INVITE H.E President Muhammadu Buhari to serve as patron of the community.<br />
<br />
Harnessing Innovative Technology and Civic Tech Initiatives<br />
<br />
COMMIT to leveraging innovative technologies as effective tools in strengthening the culture of accountability, transparency and probity in governance processes. In this vein, IMPLORE Africa Governments to create the enabling space for responsible use of these technologies in preventing and combatting corruption;<br />
<br />
Addressing adverse impact of Corruption on Women and Girls<br />
<br />
CALL for renewed focus and attention on the gendered impact of corruption through creation of mechanisms and systems that track, report and mitigate impact of corruption on women.<br />
<br />
Building Social Consciousness Against Corruption and Impunity<br />
<br />
EMPHASIZE the need for a cultural revolution that amplifies African values of probity, integrity, honesty and contentment;<br />
<br />
CALL for harnessing the mass appeal of Africa’s creative industry using music, movies/films, literature and fashion for a new social value system premised on accountability, transparency and probity;<br />
<br />
URGE the private sector community to adhere to ethical business standards and imbibe the culture of integrity and honesty in their business dealings;<br />
<br />
Enhancing Pan African and International Partnerships and Collaboration<br />
<br />
CALL for strengthened partnerships and collaboration with pan African and global institutions on diminishing illicit financial flows, enhancing asset recovery, responsible tax management and transparent management of Africa’s extractive industry;<br />
<br />
ALSO CALL for leveraging partnerships for capacity building, institutional development and peer assessment among various national, regional and continental anti-corruption bodies;<br />
<br />
ENDORSE ongoing efforts at developing the Common African Position on Asset Recovery as a key strategy for tracing, freezing, returning and managing stolen assets;<br />
<br />
Finally, participants at this maiden African Youth Congress Against Corruption requested the AU to ensure the sustained leadership, commitment and political support and designate H.E Muhammadu Buhari, President of the Federal Republic of Nigeria, as champion for the fight against corruption in Africa, beyond the 2018 AU Theme.<br />

EXPRESS SINCERE APPRECIATION to H.E. Muhammadu Buhari, President of the Federal Republic of Nigeria for championing the AU Project 2018 on Anti-corruption and for hosting youths from across the continent to this auspicious event in Africa’s renewed effort to sustainably eradicate corruption in the Continent.<br />

In the world, years and years ago, there was a time that education of a girl child was a taboo. A lot of people opposed the motion of Girl Education, arguing that the proper sphere of girls was the home and therefore, that money spent on Girls Education was wasted. This gave birth to the statement that "Girls/Women Education ends in the kitchen".<br />

Nowadays, the importance of Girl Education have become so visible that a lot of people have realised that it is essential. The role of women in the development of the country and the world as a whole can no longer be looked down on.<br />

Women have risen to a standard where they posses a lot of influence in the society and contribute extensively to its growth and this was achieved through education.<br />

_Education gives women freedom of thoughts and broadens her outlook and makes her aware of her duties and responsibility.<br />
_Education empowers a girl to become economically independent.<br />
_Empowering of girls and women is necessary to fight against the problem of gender inequality.<br />

Women are the bedrock of the society, the home makers and nation builders. It is high time we stop the marginalization of women. Girls/Women Education does not end in the kitchen, it's transmitted, it passes from mother to child.<br />

We should all as a nation join hands to train our Girls and empower our Women, cause its rightfully said" Train a Man and train an individual, but Train a Woman and train the whole Nation".<br />

I saw comments of people blaming the victims for the rape. It was so surprising to see people stating that the victims where indecently dressed.</span><br />

The meeting was geared towards an understanding that as a coalition, we are not backing any political agenda/party but we are raising consciousness to sensitizing the people and youths to doing the right thing.</div>

Comrade Nebo Collins who declared this statement to the delegates enjoined every group to independently carry out that assignment of raising consciousness and sensitizing the people of Enugu to doing the right thing.</div>

Comrade Nebo Collins introduced to the coalition a proposed Bill "NotTooYoungToRun" which groups have been advocating that it should be passed into law. He further explained that the Bill seek to raise awareness on the state of youth rights running for elected offices in Nigeria. Also advocate for right of young people running for elected offices and inspiring young people in Nigeria to run for elected office. He said that such is planned to be achieved via the reduction of the age limit for elected office in Nigeria as to enable youth participation in the Nigerian politics.</div>

Nebo Collins concluded with the demand for the introduction of the delegates while he also threw the floor open for views and opinions of the delegates.</div>

Emeka Hyginus, concord with the bill making reference to the present health condition of the president of Nigeria which he attributed to be partly old age problems. He cited the cases of so many stakeholders who have been in public service even at their old age without willing to pass on the banner to the young ones who are the edifice of strength and vigor. He discredited the young ones for okaying the situation and wrapping the young ones actions as been cheap as a wrap of Okpa and a bottle of mineral, an Enugu popular morning meal for strength. This he cited with reference to the usage of the youths during elections. He attributed the youths challenge to the fear of insecurity which he called “Smart Inferiority Complex”. He suggested that while we are considering NotTooYoungToRun, we should also consider NotTooPoorToRun as the economic hardship has rendered many of the youths impotent to the high price tagged forms for elected offices by political parties.</div>

Ogbu Jonathan in his speech laid emphasis on the participation of youths in public office and elected positions making reference to Gowon and his likes who were at young age ranging from 25-30 years in top elected offices in Nigeria in the far years and asked that such opportunity be giving to the youths of today. He equally lamented that even those whom the privileges has been given to did bastardized youth representation by some who were involved. He concluded with an advice of different groups taking the proposed Bill down to zones, wards, street and where ever youths are found and much more, youths shouldn't allow themselves to be used by politicians.</div>

Chukwuebuka made us understand that in the bid for reformation we are responsible for ourselves. He said this while making reference to having better youth representatives even when the bill is passed. He advised that we begin by influencing those within our reach.</div>

Kanu Christian, highlighted his dissatisfaction and disappointment to the wrong acts that have been passed on to the younger generation. He cited an example of a questionnaire he put forth to youths during his days of bachelor's degree "That if given the opportunity to be the president of the nation for a week and after which it will be taken off your reach, what will you do in the position? He got an answer that was not a shock to him because the answer is what has been passed down to the young generation. The answer was in consonance with looting of public funds. He further told the house that the country only enjoyed independence for six years and the rest has been a cry by motherland for a return to her foundation and her call started in 1978 with the present national anthem. He advised that we should do more of mind reformation which will also lead to political reformation.</div>

Comrade Ozor, disclosed that in his bid for youths inclusion he got a shocker where he was told that the youths are politicized and factionized. He expressed that the order of the day against the youths is in consonance to conspiracy theories. He concluded with reminding us that our future is in hand.</div>

Ogbodo Emmanuel attributed the usage of the youths by politicians to wrong mentality carried about by the youths. He stated that we should refute the peanuts given to us by politicians during elections and make them understand that the future of Nigeria is far important than those peanuts.</div>

Victor Chidiebere added that until the youths move from disunity which is handed over to them, they cannot win this race.</div>

Emmanuella agreed with the fact that the slogan of “NotTooYoungToRun” should be imbibed in us. She cited a quote that “in Africa, we associate wisdom with age”, noting that the effect of the quote has contributed to non inclusion and participation of the youths in politics.</div>

Florence, who affirmed that her love for Nigeria has been the trigger for her involvement. She advised that we should not sale our votes for peanuts and recommended we keep praying for our leaders and remain patriotic.</div>

Chisom, reminded that a problem is tackled when its root is known. She disclosed that youths are eluded of ideas and knowledge as a result of being after the peanuts they can get and enjoined the youths to come out from being self-centered. She suggested that the Bill should be NotTooYoungToRun in everything and not just politics.</div>

Evangeline stated that she is not pleased with the non participation of youth groups in Enugu state. She further expressed her displeasure on some youth leaders using their fellow youths ignorantly exploiting their hungered as a bate for political appointments when those they worked for get into office. She concluded with this injunction, “Man Know Thyself”.</div>

autonomous communities that made up Ngwo Uno, which includes: Amankwo

Center also render services to accident victims along Ugwu-Onyeama Highway, Agu-Abor
community in Enugu East Local Government Area, Fulani people living at Ngwo
Hills, Ngwo Asaa, and Iva Valley communities located in Enugu North Local Government Area in Enugu state.<o:p></o:p></span></div>

meeting organized by CODE, with support from ONE Africa, the community was very
excited for such meeting; they used the opportunity to express their grievances
and disappointments they have received from government.<o:p></o:p></span></div>

<span style="font-family: "Times New Roman", serif; line-height: 115%;">In a few speeches, the
traditional rulers representing the three autonomous communities that made up
Ngwo-uno, expressed their challenges, which include: poor security, no
electricity, no borehole, no resident doctor, no ambulance, no theatre and even
no presentable medical wards.<o:p></o:p></span></div>

<span style="font-family: "Times New Roman", serif; line-height: 115%;">However, the
traditional leaders asked some questions on how to benefit from the World Bank’s
1.5 million USD health grant for upgrading public health centers, given to the

Health Center as a primary responsibility. The community leaders placed their
commitment to support the NGOs involved in any good way, to ensure the success

the communities’ special committee on health, each expressed their willingness

objectives of WAVA to sensitize the nursing women on the importance of

awareness of the importance of immunization by the women as most of them
regarded immunization as a waste of time while some viewed it as just a mere
obligation.<o:p></o:p></span></div>

explained the meaning and importance of immunization to the nursing women and
also explained to them that it’s not just an obligation but a necessity as the
health of their children depended on immunization.<o:p></o:p></span></div>

<span lang="EN-GB" style="font-family: "Times New Roman","serif"; font-size: 12.0pt; line-height: 115%;">Also, the health workers were encouraged
by NCI to never relent in their work and to keep encouraging the women to come

Singleclick Nigeria and New Century Initiative in collaboration with PPSMB (Post Primary School Management Board), Enugu have started a free coding program for public secondary schools in Enugu. The program is to introduce over 2000 students in the state to the concepts of computer science and computational thinking. In its pilot phase, students in 7 selected schools will learn coding using scratch and web development using HTML and CSS.<br />

PPSMB, was set up by the Government of Enugu State of Nigeria to Supervise, Manage and control all the state government owned Secondary Schools in Enugu State. The Board controls 291 schools spread across the seventeen (17) Local Government Areas of the state, with students population of about 150, 000 made up of 60, 000 males and 90, 000 females as at 2014/2015 academic session.<br />

August with the second stanza of the national anthem.

We went through a pretest to show our
previous knowledge of the training we were about to undergo. This was
immediately followed by a welcome remark by <span id="yui_3_16_0_ym19_1_1471293023699_2588">the WAVA
Convener,</span> Dr. Chizoba Wonodi. The objectives of the training was
explained to us, among which was “to improve the knowledge of advocates on

The training started proper with Mr Eugene Ivase from the National primary health care
development agency (NPHCDA) who enlightened us on the overview of immunization
program in Nigeria. Also Dr. Chizoba also educated
about some common vaccine preventable diseases (VPDS) in Nigeria and
listed out some of this diseases as measles, pneumonia, poliomyelitis,
Hepatitis B, yellow fever, tuberculosis etc. </div>

Dr. Shola Molemodile also took a
session on vaccine as a life-saving commodity. Dr. Laz Eze
then took us through a session on immunization
funding. He stated that 4.1 % of the national budget was allocated to the
health sector this year which was <span id="yui_3_16_0_ym19_1_1471293023699_2593">below the 15%
agreed by Nigeria in the Abuja Declaration of 2001</span>. He also highlighted the immunization funding gaps and said
that Nigeria needs to include $181 million (more than N50 billion) in 2017
budget to buy vaccines that can last for two years. The day ended
with a WAVA video screening on the activities of WAVA.</div>

The second day of the training
commenced with Mr. Ayo Ipinomye who taught us how to conduct an effective
inter-personal communication. Dr. Chizoba took us through the stakeholder mapping, coordination and development of
advocacy activities. We were also taught how to conduct a successful advocacy
using the social media and also the use of mass
media (electronic and print) for effective advocacy.</div>

The training ended with a group work
and each group were given a sector of the economy to make a plan on how to make
known the need for the doubling of the budget for immunization come

the last decade the campaign to reduce the age qualification for
running for elective offices has intensified due to the negative impact
of the unfriendly legal environment created by our Constitution. Today,
young people are alienated from the political process due to several
socio-economic, cultural, political and economic factors. One of the
major barriers of increased youth participation in electoral politics is
the age threshold of running for office. In 2009 an attempt was made to
amend the constitutional provisions for contesting for the office of
President, Governors, Senators, House of Representatives, State House of
Assembly and Local government officials. We failed in our quest to get
the National Assembly to consider the proposed amendment. In 2012,
another attempt was made by several youth organisations under the
auspices of the Youth Alliance on Constitution Review to get the
National Assembly to amend the Constitution. We made some progress as
the issue was included in the proposal template that was used by the
House of Representatives for the public sessions conducted in the 360
Federal constituencies across Nigeria. This was a marginal victory
compared to the 2009 constitution review experience. There were other
amendments proposed by young people that were passed by the National
Assembly event. e.g independent candidacy, justiciability of some
socio-economic right like education, environment and health. As we may
be aware the 4th alteration fell like a pack of cards as former
President Goodluck Jonathan declined assent for legitimate reasons. </span></div>

are here in 2016 and the National Assembly has commenced another
process of constitution review. Again, we are presented with an
opportunity to push for far reaching reforms geared towards opening up
the political space for young people to participate. Unlike the 2009 and
2012 review process, the advocacy for reviewing the age criteria for
running for office appears to have gained some level of traction with
policy making circles. The Senate President and Speaker of the House of
Representatives have expressed their commitment to support any
constitutional amendment process aimed at reducing the age
qualification. Few weeks ago the Hon. Speaker emphatically made the
point that amending the constitution will not be handed down to us
without a struggle. This is a call to duty colleagues.</span></div>

A Bill to provide for the Establishment of Non- Governmental
Organizations (NGO) Regulatory Commission Nigeria passes second reading
in the House of Representatives. Leading the debate at the plenary
session of July 14th 2016, Hon. Umar Buba Jibril (Deputy Leader, PDP:
Kogi) who is the Sponsor of the Bill stated that it seeks to properly
supervise, monitor and co-ordinate Civil Society Organizations (CSOs)
and Community Based Organizations (CBOs).<br />
<br />
Hon. Jibril noted that he was concerned over the defective operational
values of such organizations that are left to operate within its own
Constitution and sometimes within the whims and caprices of their
donors. He added that in this circumstance, the establishment of a
Commission is pertinent, as it would further address challenges and gaps
identified as a result of the absence of a regulatory legal framework.
He further added that the Bill would facilitate and co-ordinate the
activities of National and International CSOs; maintain a register that
clearly indicates organizations affiliations and locations of their
activities; set criteria that needs to be met before registration and
recognition; and ensure transparency and accountability in its
operations.<br />
<br />
Furthermore, Hon. Jibril explained that the Bill also seeks to establish
a National Council of Voluntary Agencies as a collective forum for all
voluntary organizations registered with the Commission. He further
explained that the said Council would develop a Code of Conduct on
matters related to funding, foreign affiliation, and national security,
amongst others. The Bill, which contains Seven (7) Chapters, Fifty-
Eight (58) Clauses and a Schedule will guide the operations of the
Commission when established.<br />

Hon Oghene Emmanuel Egor (APC: Delta) who opposed the Bill stated that
the establishment of the Commission would defeat the aim and objectives
of CSOs as it may attempt to manage and control funds received. He
stated that it is not within the jurisdictions of the Federal Government
to monitor funds that it did not donate nor have ownership of.<br />
<br />
The Bill has been referred to the Committee on CSOs and Development Partners for further legislative input.<br />

The House of Representatives has passed for first reading a Bill
seeking to lower the constitutional age requirement for contesting for
elections in Nigeria. The Bill with Gazette number HB. 544 was read and
passed for the first time at the House plenary session on Wednesday, May
26th, 2016. Hon. Tony Nwulu representing Oshodi/Isolo II Federal
Constituency of Lagos state sponsored the bill otherwise referred to as
the <a href="http://yiaga.org/1226-2/" rel="nofollow" target="_blank">#NotTooYoungToRun bill</a>.<br />
The bill seeks to alter the Section 65, 106, 131, 177 of the 1999
Constitution of the Federal Republic of Nigeria (as amended) to reduce
the age qualification for the office of the President from 40 years to
30 years; Governor 35 to 30, Senate 35 to 30, House of Representatives
30 to 25 and State House of Assembly 30 to 25.<br />
The constitutional amendment bill if passed will address the legal
challenge posed to young people seeking to run in elections thereby
guaranteeing inclusion in our political process. The amendment will not
only create a level-playing field for young people; it will enhance the
competitiveness of electoral politics in Nigeria due to the innovative,
creative, dynamism and resourcefulness that youths bring to the
electoral process. Furthermore, the Bill will deepen intergenerational
dialogue as more youths will gain access to the political process for
more adult-youth engagement and partnership.<br />

I told the government and the Nigerian youths that free competition cannot flow smoothly in an economy where government policies are anchored on taxation and artificial monopoly.<br />
I am a Nigerian youth with some knowledge of micro, macro and development economics and I must tell you that in an economy where microeconomic theories like production, consumption, firm, competition and so on did not correlate effectively with the macroeconomic theories like GDP, Taxation, Government policies and so on, such economy is bound to face challenges in the gross domestic output.<br />
People are complaining on how Nigerians are not into manufacturing, massive production, entrepreneurship and increase export, you know we import even tooth-pick. Have you ever thought of checking the areas where we have comparative advantage, availability/ accessibilty of raw materials, inter-relation of industries, VAT rate, government policies on taxation, economic ideology and politico-economic template, and so on?<br />
Did you know that the so-called government agenda to industrialize Nigeria will end like dreams if some independent variable remain constant? Did you know that the price for the registration of a business name with the government of Nigeria has risen from 4000 naira to 10,000 naira with a fee of 500 naira just to check name availability?<br />
How many times have government attracted business schools just like they have in Dubai to teach Nigerians at a subsidized rate? Oh! You think China and South Korea grew by imagination and shady axioms? You really need to think twice.<br />
Have you ever wondered why more Nigerians succeed more outside Nigeria even in UK a place known for her dependence on taxation than inside Nigeria?<br />
